I am looking into using PySAL.Network to perform network-constrained spatial analysis on event data on a road network.  I have yet to find any tutorials and examples of this library being used for this purpose and the documentation is sparse.  Does anyone have any information or experience in implementing this within a Python script?

Your question reminded me of Sergio Rey's workshop at FOSS4G 2014/Portland but a cursory look at his repo suggests that he didn't discuss the Network module. My notes are not immediately at hand but

is the resource I'm thinking about.

Thanks, Eric.  I'm going to poke through that presentation and see what I can figure out.  I'll post back here what I learn.
